<p>On October 17, 2018, Canada became the second country to legalize cannabis for recreational use at the federal level. Cannabis, a once deemed dangerous and criminal substance, has entered into a new legal framework. While the federal government&rsquo;s Bill C-45 (the Cannabis Act) legalized cannabis nationwide, it left distribution and residential cultivation in the hands of the provinces. Each province has defined their own legislation for recreational cannabis consumption, cultivation, and purchase. Quebec, initially prohibited residential cannabis cultivation and on September 3, 2019, it was ruled unconstitutional (Frew, 2020). Leaving Manitoba to be the only province prohibiting residential cannabis cultivation.</p>
