U.S. President Donald Trump has created a substantial gap between his actions toward Russia and his rhetoric, a conservative foreign policy analyst said Tuesday. According to Luke Coffey of the Heritage Foundation, the president has enacted a number of policies that have been tough on Russia but he declined to talk about them during meetings this week in Helsinki, Finland with Russian president Vladimir Putin. "He went into the Helsinki summit with a strong hand to play, he just didn't deliver," Coffey said during an interview with "Rising," Hill.TV's morning news show.
