House Democrats' request to pass a war powers resolution by unanimous consent during a brief pro forma session Thursday failed after GOP Rep. Chris Smith (NJ), who was presiding over the chamber at the time, refused to recognize them and quickly gaveled out the session. This was the Democrats fourth attempt to get a war powers vote on Iran.
