Texas oil refinery explosion fills skyline with huge cloud of smoke

An explosion at an oil refinery in caused huge plumes of smoke to billow over Port Arthur, Texas, on March 23rd. The City issued a shelter in place for the area due to the recent explosion at the Valero Refinery.
