Health Secretary Matt Hancock followed the Prime Minister and other senior members of Cabinet in supporting Dominic Cummings decision to travel to County Durham during lockdown. Mr Hancock says Mr Cummings' need for childcare represented an 'exceptional circumstance' to break Government restrictions.
