Miami Police Captain Insists 'I'm a Black Male' Amid Allegations of Racist Behavior

Capt. Javier Ortiz, who's been accused of racist behavior and brutality against the city's Black citizens, used his time to speak during a City of Miami Commission meeting to declare that he is, in fact, a Black man.
