The shooting of an off-duty Border Patrol agent in a Manhattan over the summer triggered a sweeping federal crackdown dubbed “Operation Salvo." Homeland Security Secretary Kristi Noem said the operation led to the arrest of 54 alleged members of the violent Trinitarios gang in what officials called one of the largest recent federal gang roundups in New York City.
