Severe storms, flood threat target millions across Northeast and mid-Atlantic Tuesday

Severe storms are expected to fire Tuesday afternoon across the mid-Atlantic and Northeast. Washington, D.C., Philadelphia and New York City are under the threat of severe weather. These storms will have periods of strong rain. A flood threat extends from Richmond, Virginia to Boston.
