In the past ten years, there are reports of 203 women who have been harassed to death for dowry. Each one of them would have stepped in to marriage with lots of hopes and dreams while it is shattering for many other out there, undergoing tortures of an illegal system. When the Administrative Reforms Commission confesses the failure of laws, who holds the responsibility for dowry deaths, the ones who gave it or the ones who accepted the prohibited act?
