This is bodycam video from Everett police officer Dan Rocha of his encounter with Richard Rotter, who was detained for investigation of a felon in possession of a firearm on March 25, 2022, in Everett, Washington. The video was released after a public records request. The video is redacted. It does not show the moment Rotter allegedly fatally shot officer Rocha, which happened at some point after this version of the video ends.
