KEYSTONE, South Dakota — South Dakota Gov. Kristi Noem told Breitbart News that she believes her state will prevail on appeal against Democrat President Joe Biden’s administration’s decision to bar the state from holding an Independence Day fireworks ceremony at Mount Rushmore.
