Sen. Dianne Feinstein appeared to not understand what was going on during a meeting Thursday as she began reading a speech when asked for her vote. An aide was seen scrambling to her side and whispering to her while Appropriations Committee Chair Sen. Patty Murray was caught on mic telling Feinstein repeatedly, "Just say 'aye.'"
