A disgraced former San Francisco department head and her longtime beau have been arrested for allegedly grifting millions in taxpayer funds for personal use through a city program intended to help the city’s black communities. Sheryl Davis, former head of the San Francisco Human Rights Commissions, and her nonprofit boss boyfriend James Spingola were taken into custody Monday on suspicion multiple felony counts of misappropriating public funds and conflicts of interest.
