Homeland Security Secretary Alejandro Mayorkas said Monday on MSNBC's "Andrea Mitchell Reports" that the continuing surge of migrants crossing the U.S.-Mexico border is former President Donald Trump's fault because his administration "dismantled our capabilities to address it."
