Decades of migration have hollowed out Japan’s rural areas as young people move to major cities. Meanwhile, Tokyo’s population has swollen to over 35 million. The city already offers a 300,000 yen ($2,280) relocation payment per child. From April 2023, it’s increasing that to 1 million yen ($7,600) per child. A family of 4 could gain 5 million yen ($37,900) a year in total benefits. The purpose is to revitalize smaller towns and villages and ease pressure on the world's biggest city.
