On Saw Mill Run Boulevard on Oct. 3, Brentwood police grabbed a car passenger -- Devin Irwin, 37, of Baldwin Borough -- out of the Cadillac his friend was driving during a traffic stop police said was about an obstructed license plate. The cell phone video Irwin captured appears to show Irwin asking why he must exit the vehicle, followed by officers forcing him out of the car, slamming him down to the ground, and applying a Taser.
