Biden: 'Nobody Should Be in Jail for a Non-Violent Crime'

Responding to Sen. Cory Booker's (D-NJ) assertion that his pardon plan is not ambitious enough, former Vice President Joe Biden said he believed the focus should be on rehabilitating non-violent offenders, not putting them in jail.
