A licensed street vendor told West Hollywood leaders he’s being crushed by a wave of illegal food stands flooding the city’s nightlife strip, saying he follows every rule while others operate openly without permits, inspections or restrictions. Anthony Reed Devgenio, owner of Big Dix Hot Dogs, said he may be the only fully authorized vendor in the area.
